NSCN IM Split Confirmed: Eastern Flank Declares Provisional Government

DIMAPUR, July 23, 2026 — The Eastern Flank of the National Socialist Council of Nagalim has declared the establishment of a Provisional Government, nullified the expulsion orders issued against its senior leaders and stated that it will continue both political and armed resistance, according to the official resolution document of the meeting obtained by this publication.

The document is issued under the letterhead of the National Socialist Council of Nagalim and signed by Edward Sayai, Additional Secretary to the NSCN/GPRN. It records the proceedings of an Extraordinary Joint Emergency Meeting of the Civil National Workers and the Naga Army Officers of the NSCN/GPRN, Eastern Flank, convened and chaired by Lieut. Gen. (Retd.) Hs. Ramsan, VC, on July 21, 2026 at Mt. Horeb Camp. The invocation was delivered by Rev. Vitovi Yeputho.

The holding of the meeting and the issuance of the resolution have been confirmed to this publication by a person who attended the proceedings.

Provisional Government formed under Ikato I Chishi Swu

The resolution states that the meeting declared the establishment of a Provisional Government until a full fledged government is formed. The stated purpose is to save the nation from another surrender and to rescue the Naga political movement from what the document calls its present predicament. The National Workers unanimously entrusted and empowered to form the Provisional Government are:

The Chairman, Members and Advisors will be administered an oath of allegiance by an ordained minister, the document states.

Two expulsion orders declared null and void

The meeting declared Expulsion Order Vide No. 13/GPRN/ORD-52/YO/26, dated June 24, 2026, concerning Lieut. Gen. (Retd.) Hs. Ramsan and Lieut. Gen. A. Raman, to be null and void. It made the same declaration regarding Expulsion Order Vide No. 09/NSCN/EXPL-19/CMO/26, dated July 7, 2026, concerning Lieut. Col. (Retd.) Victor Angami, Mr. Ikato I Chishi Swu, Rev. Vitovi Yeputho, Mr. Pamshang Zimik and Mr. Angyo Jingseya.

The resolution holds that both orders were part of a scheme to silence the veterans and to facilitate compromise through a piecemeal solution. It states that the allegations levelled against those named are entirely false and fabricated, and that written letters, statements and clarifications on the matter were issued to the concerned authorities and to the Naga public.

It further asserts that those who have surrendered and yielded to the pressure of the Government of India have no right to expel or terminate those who remain steadfast in striving for the sovereign existence of the Naga nation.

The meeting also resolved to renew the covenant with God, “Nagalim for Christ”, and to uphold the Naga national principle for sovereign existence at all cost.

Competencies condemned as a violation of the manifesto and the Yehzabo

The resolution unequivocally condemns the Competencies submitted to the Government of India by the leadership of the NSCN/GPRN, holding that the right to sovereign existence has been compromised and surrendered within the Union and Constitution of India.

It states that the Competencies violate Chapter X (a) of the party manifesto, which the document quotes as declaring that the party stands for the unquestionable right of the Naga people over every inch of Nagalim. It adds that they also violate the Preamble of the Yehzabo, which acknowledges that sovereignty belongs to Almighty God alone and that the authority of the people exercised in the territory is a sacred trust from God.

The document recalls the three month ultimatum served by the Government of India from August to October 2019, under which there were to be no further talks on a separate flag and a separate constitution for the Nagas. It states that despite the ultimatum, the leadership at Hebron and the General Headquarters continued with what it calls meaningless and endless talks on the compromised Competencies.

Reference to the November 2024 statement and to armed resistance

The resolution cites the statement issued on November 7, 2024 by Chief Political Negotiator and General Secretary, Ato Kilonser Th. Muivah, which it quotes as declaring that the NSCN would resume armed resistance against India if the political initiative was rejected by the Government of India.

It holds that the leadership at Hebron and the General Headquarters failed to take the steps outlined in that statement. The meeting further declared that the spirit of the Ceasefire Agreement ceased to exist on the day the Government of India betrayed the Framework Agreement of August 3, 2015, and stated that the Eastern Flank will continue both political and armed resistance to safeguard the sovereign existence of the Naga nation. The document closes with a call to all Naga national workers in particular and to Nagas in general to join in the formation of a unified national government that upholds the principles of the party’s founding fathers.

What comes next

The declaration converts a leadership dispute into a parallel governmental structure, and that raises three immediate questions.

First, how the collective leadership at Hebron responds to a declared Provisional Government rather than to individual dissenters. Second, how much of the cadre strength and how many of the zonal commands in the eastern theatre align with it. Third, what the explicit reference to continued armed resistance means for the ceasefire framework and for the political talks with New Delhi.

Reactions from the NSCN/GPRN collective leadership, from the Government of India and from Naga civil society organisations are awaited and will be carried by this publication as they come in.
