GPRN/NSCN (Unification) and NNC/FGN Sign Memorandum of Understanding on Naga Unity

DIMAPUR — The GPRN/NSCN (Unification) and the NNC/FGN (Tokuho Swu Government) have signed a Memorandum of Understanding committing both organisations to cooperation, mutual trust and peaceful consultation on matters affecting the Naga people.

The document, dated 21 July 2026, has been circulated to media organisations. It is issued on the letterhead of the Federal Government Nagaland, Office of the Ministry of Information and Publicity, and carries the signature of the MIP Kilonser.

The MoU states that the understanding is entered into voluntarily between the GPRN/NSCN (Unification), represented by Ato Kilonser Alezo Venuh, and the NNC/FGN (Tokuho Swu Government), represented by its President and Commander in Chief.

What the document says

The preamble records a shared commitment to strengthen unity, mutual understanding and cooperation among the Naga people. It states that both parties recognise the common history, sacrifices and aspirations of the Nagas, and affirm that dialogue, mutual respect and peaceful cooperation are essential to safeguarding the interests of the Naga nation and to promoting harmony among all Naga political groups and civil society.

Under the heading Objectives, the two organisations agree to cooperate in the following areas:

• Strengthening mutual trust, respect and cordial relations between both organisations
• Working together to promote peace, unity, reconciliation and the welfare of all Naga people
• Encouraging political dialogue and cooperation in pursuit of an honourable and inclusive solution to the Naga political issue
• Jointly supporting social, economic, educational and cultural development for present and future generations
• Resolving misunderstandings and differences through peaceful consultation rather than confrontation
• Upholding law, discipline and the dignity of the Naga people while respecting each other’s organisational identity and responsibilities
• Cooperating in addressing public grievances and maintaining stability and security in Naga areas
• Encouraging all Nagas to preserve the spirit of brotherhood, forgiveness and unity for a stronger future

A section titled Shared Vision states that both parties acknowledge that the strength of the Naga nation lies in unity rather than division. Working together with sincerity and mutual respect, it says, the two organisations reaffirm their commitment to building a peaceful, prosperous and united future for all Nagas based on justice, cooperation and reconciliation.

The implementation clause provides that the understanding takes effect from the date of signing and remains in force unless amended or terminated by the mutual written consent of both parties.

Context

The understanding adds to a series of consolidation and cooperation arrangements announced among Naga political groups over the past year.

The GPRN/NSCN (Unification) has been at the centre of nomenclature disputes in recent months. In April, following the extension of the ceasefire agreement with the Government of India, the Ceasefire Supervisory Board clarified that the agreement had been signed under the banner of GPRN/NSCN (N Kitovi), the nomenclature recognised by the Government of India, after GPRN/NSCN (Unification) issued its own statement on the extension.

The organisation has also previously cautioned the public, law enforcement authorities and media outlets against reaching conclusions on matters carrying its name without proper verification and authentication.
